Position Objectives:
The project aims at contributing to building up and strengthening the institutional & technical capacities, structures and strategies of the Pakistan Red Crescent Society (PRCS) for climate sensitive disaster risk management and urban disaster risk management.  The Program Manager is the de facto manager of all program/project activities as well as capacity building initiatives of project officers, reporting and liaising with Movement and external stakeholders.

 

S.No Specific Duties, Responsibilities, and Accountabilities:

 

1.         Comprehensive project management of a long-term capacity building project, including financial planning and management of project activities.
2.         Close coordination of project activities and requirements with all RC/RC movement partners in Pakistan.
3.         Ensure involvement of and coordination with all relevant stakeholders of civil society and government institutions in order to make PRCS a recognized partner in climate-smart DRM.
4.         Develop appropriate activities, exchange and coordination mechanisms to increase the communities’ resilience against climate change and natural disasters through intensive dialogue with various stakeholders: PRCS at national and provincial levels, local and national authorities and other relevant actors.
5.         Train and manage immediate PRCS staff and volunteers.
6.         Assist in the development, implementation and maintenance of an appropriate project M&E system and database.
7.         Supervise and ensure adequate project documentation, regular financial and narrative reporting.
8.         Monthly, Quarterly and Annual Project Reporting.

Program Background
Every year, thousands of family members are separated by disasters, migration and other emergencies. People suffer terribly when they lose contact with their loved ones and do not know where they are or whether they are safe.

Pakistan Red Crescent (PRC), with the support of the International Committee of the Red Cross (ICRC), and the National Red Cross and Red Crescent Societies work together around the world to locate people and put them back in contact with their relatives. This work, referred to as Restoring Family Links (RFL), includes looking for family members, restoring contact and reuniting families and seeking to clarify the fate of those who are still unaccounted for.

PRC is looking for a suitable candidate to fill the following vacancy based in its Provincial Headquarter in Lahore.

S. No Specific Duties, Responsibilities, and Accountabilities
Restoring Family Links (RFL):
1. Implement, supervise and monitor the program activities in the province
2. Plan, organize and conduct capacity building trainings/workshops for PRC staff and volunteers
3. Liaison and networking, with government and non-governmental organizations
4. Prepare regular, timely and accurate progress reports e.g Monthly Narrative, Financial & monitoring reports and share with all concerned at the PRC NHQ
5. Conduct RFL activities in case of any Disaster/ Armed conflict
MANAGEMENT
6. Provide coaching and supervision whenever needed to the reporting staff and volunteers involved in the implementation of RFL activities
7. Setting priorities and deadlines, organizing the work, assigning tasks and responsibilities, monitoring achievements and performances
8. Keeping PRC superiors duly and timely informed of the activities or/and any operational development
9. Ensure that the activities are carried out in line with the allocated budget
INTERNAL

11. Timely share the RFL cases follow ups, reports, minutes of meeting with NHQ.

The above position demands flexibility (frequent trips to the field) and the ability to work under pressure.

1. Administrative management of PRCS district Branch and programme(s)
2. Responsible for the overall financial management of the district branch and programme including the processing of payments, maintenance of records and adherence to budgets.
3. Responsible to ensure proper and timely logistical, procurement and travel arrangements that meet programme requirements.
4. Responsible for ensuring that Programme administration and logistics meet the health and safety and other operational standards of DRC and PRCS.
5. Responsible for the proper management of vehicles, drivers and all travel arrangements.
6. Deal with all administrative and logistical needs of the programme implementation in close coordination with PRCS and DRC Finance staff and Programme teams
7. Manage the health and safety requirements of offices and vehicles and ensures that the environment meets standards and requirements.
8. Responsible for the management of the District Branch including office and accommodation facilities.
9. Supervises the support staff (drivers, security guards cook/cleaners) in order to deliver their services in an effective and efficient manner, without any compromise on office decorum and relevant SOPs.
10. Management and maintenance of all programme assets.
11. Conduct periodic inventory of both expendable and non-expendable programme assets used in the implementation of the programme and makes recommendations for disposal auction, storage and maintenance.
12. Fleet management, vehicle filling & maintenance.
13. Ensure proper maintenance and update of vehicle and generator log books.
14. Ensure weekly inspection of the vehicles with the help of drivers to avoid any delay in maintenance work that could cause any mishap in the field
15. Maintain close coordination with the vendor of rental vehicles and ensure timely replacement of vehicles when necessary.
16. Monitor fuel for vehicles and should prepare reports on fuel consumption and average mileage etc. of the vehicles on monthly basis.
17. Maintain close co-ordination with the owner of the office building(s) and ensure that the terms of the rent agreement are met.
18. Negotiate appropriate solutions with the owner of the office building(s) for maintenance and renovation of the premises as per signed rent agreement between PRCS and the building owner.
19. Facilitate service agreements for security, equipment and vehicles agreed upon with different vendors.
20. Conduct local market surveys and prepare procurement requests in accordance with DRC guidelines by providing accurate information on prices, specifications, freight and source of local manufacturers/authorized dealers/ suppliers as and when required.
21. Develop the MOUs/Agreements for the selected local vendors to ensure the timely supply of construction material in the field area.

Position Objectives:
The District Program Officer is responsible for efficient execution of all the programs and operations that are being carried out by a respective PRCS District Branch. He is responsible for providing support and technical facilitation to the District Secretary in both the program and operational related matters like planning and budgeting and the administrative management.

Position Objectives:
The Program and Disaster Management Manager is responsible for the programs and operations as focal person at Provincial Level. He/ she shall be looking after Program Planning, Management with special emphasis on Branch Development and Sustainability, Coordination with key Stakeholders and Disaster Management.

1. Responsible for the planning, budgeting, implementation, monitoring and evaluation of the programs.

6. Ensure timely collection of monthly/quarterly and annual reports from district branch offices and submit the reports to NHQ after properly fine tuning and with Provincial Secretary’s approval.
7. Participate in program and operational coordination meetings with the approval of Provincial Secretary.

The Finance/Admin Officer is responsible for the PRCS Programs funds allocated for the programs implementation. The PRCS Finance/Admin Officer will be responsible for the budget, financial administration, compiling, checking and correcting financial reports, procurement, contractual matters and insurances of the project.
S. No Specific Duties, Responsibilities, and Accountabilities
1. Assistance on proper cash flow and cost control management of the payments, cashier, and bank related issues. Advise the programs staff on financial and administrative matters.
2. Coordinate the compilation of the program budgets and Monitor the budgets of the project and ensure accurate accounting
3. Compile accurate, regular and timely financial reports of the program budgets to be submitted to the donor through NHQ.
4. To check and correct PRCS financial reports on the programs on proper charges made and to the appropriate and correct budget lines charging before reporting is submitted to the donor through NHQ
5. To set-up and maintain an accurate financial and administrative filing system
6. To perform purchasing of all goods, supplies and equipment for the programs. Supervise documentation related to procurement.
7. Maintain accurate register of the assets and goods of the program and property and ensure that accurate systems are in place and maintained.
8. To assist in budget monitoring, in order to prevent under and over expenditures and to ensure that all programs expenditures are spend according with the prepared and agreed programs budgets and/or plans of action
9. To arrange timely payroll sheeting of each PRCS programs staff and timely payment of salaries and travel costs (per diem, accommodation and transport expenses). Timely payment of taxes.
10. To ensure and maintain proper documentations and filing related to HR issues of the programs, such as contracts, job descriptions, staff recruitment procedures, any leaves of the PRCS programs staff etc.
11. To train, support and advise the PRCS programs staff in the financial reports and administrative systems
12. To procure goods and services and keep documentation to full audit trail standards, and provide, advise/negotiate contracts required by the Delegates for goods and services
13. To perform other duties and tasks, as required in non-routine circumstances, from time to time
14. Any other task as may be assigned by the Management.

Position Objectives:
He/She will be based at PRCS Provincial/State Branch and will ensure effective and efficient implementation of Y&V Program at Provincial, District and grass root level.  To assist PRCS in identifying specific volunteer recruitment and retention strategies and to augment volunteer management so that PRCS is better able to undertake integrated program approach at community level.

1 Planning, mobilization, recruitment, training ,organization and supervising volunteers and youth groups in the light of objectives of youth and volunteer policy formulated at National level.
2 Planning and budgeting of annual activities for youth and volunteers in coordination with district branches and National Headquarters as well.
3 Preparation and submission of financial and activity reports in accordance with time schedule.
4 Close coordination with National Headquarters, Provincial and District Branches of PRCS, School, Colleges, Universities, Health departments, Education department & other government and nongovernment agencies to recruit and mobilize volunteers (including establishment of Junior/Youth Red Crescent Clubs) and to ensure successful implementation of Y&V Program.
5 Conduct training of volunteers in DM ,FA, Response etc. with support of concerned Department & staff.
6 Maintain computerize data base of volunteers at Provincial/State level.
7 Regular monitoring and evaluation of Y&V Programs to ensure implementation as per planned objectives.
8 Coordinate with other Program Managers for provision of Volunteers for other PRCS activities at Provincial/State level.
9 Work out strategies for retention of volunteers and incentives that may be given to them.
10 Perform other duties and functions as entrusted from time to time.
11 Support PM Y&V in preparation of proposals, appeals and projects whenever required
12 Taking Youth Initiatives for youth Development to strengthen the department
13 Providing Advocacy and counselling to the Youth members

15 Maintain good working relationship with the staff members of the Provincial/State Branch counterpart.
16 Perform other work related duties and responsibilities as may be assigned by Secretary, Provincial/State Branch.
