Background:

The humanitarian situation along the Pakistan-Afghanistan border escalated sharply following intensified cross-border hostilities on the night of February 26, 2026. This surge in conflict follows months of deteriorating security and periodic clashes in the border regions. In response to recent escalations, the Pakistan Army has launched "Operation Ghazab-lil-Haq", involving airstrikes and ground operations targeting various sectors along the border.

The recent escalation has triggered an urgent humanitarian crisis, severely compounding the hardships already faced by displaced populations and returnees. The situation further heightens the need for immediate health, protection, and relief assistance, with reports indicating civilian casualties and damage to critical infrastructure, including temporary settlements for returnees.

Humanitarian Response & Plans of PRCS

▪ On the direction of the PRCS leadership, the PRCS management called an emergency meeting at the National Headquarters (NHQ) with all relevant staff to discuss and work on the response plan.

▪ PRCS is closely monitoring the situation on the ground and is in constant coordination with relevant branches to ensure a well-coordinated response.

▪ PRCS will consult with all relevant stakeholders to plan effectively and ensure the humanitarian response avoids duplication of efforts.

▪ Formal coordination with the ICRC has already commenced, and a Movement Partners meeting will be convened if the situation necessitates a further scale-up.

▪ PRCS is planning to engage its volunteer network initially to support the emergency response in border-adjacent areas.

▪ Under the Mass Casualty Incident (MCI) initiative, PRCS will provide first aid services near affected border areas to provide immediate medical attention.

▪ The Merged Area Branch has informed that Emergency Response Teams (ERTs) are on standby and requests approval to deploy ERTs and ambulances in Khurram, Bajaur, and South Waziristan under the NSD Mass Casualty Incident budget supported by ICRC.

▪ Additionally, the PRCS Restoring Family Links (RFL) unit and volunteers will be mobilized to assist families who may have been separated and to provide initial support. PRCS Risk Awareness and Safer Behavior (RASB) teams will be mobilized to raise awareness of potential risks in the vicinity of conflict zones. PRCS interventions will be based on the ground needs and the existing gaps.

▪ The PRCS communication team is monitoring the situation through news, media coverage, and social media to manage information sharing.

▪ The team is determining how and when to release PRCS holding lines and will visualize response actions on social media through a designated focal person.
